AN ORDINANCE AUTHORIZING THE MAYOR AND TOWN CLERK TO EXECUTE THE PARKS LEASE AGREEMENT WITH THE EASTERN RIO BLANCO METROPOLITIAN RECREATION AND PARK DISTRICT WHEREAS, the Town of Meeker, the “Town”, owns, operates and maintains certain parks throughout the Town; and, WHEREAS, the Town Board of Trustees (Town Board) and the Board of Directors of the Eastern Rio Blanco Metropolitan Recreation and Park District (the District) have discussed entering into a long term agreement for the District’s operation and maintenance of certain Town parks, including the improvements and appurtenances thereto; and,  WHEREAS, the District has expressed its desire to operate and maintain certain Town parks and the Town Board desires to lease certain Town parks to the District; and, WHEREAS, the Town is authorized to enter into such a long term agreement, pursuant to C.R.S. 31-12-713, and the District is authorized to enter into such a long term agreement, pursuant to C.R.S. 32-1-1001(1)(f) and C.R.S. 32-1-1005(1)(b), and, collectively, the Town and the District may contract or cooperate with one another to provide “any function, service, or facility lawfully authorized to each of the cooperating or contracting units”, pursuant to the Intergovernmental Relationships Act, Part 2, Article 1, Title 29, C.R.S.
