2016 Rio Blanco County Dust Control Project

2016 Dust Control Project. Work includes the placement of approximately 417,694 gallons Blended Magnesium Chloride on approx. 101 miles of various County roads. The list reflects the approximate number of containers of each herbicide which Rio Blanco County anticipates it will purchase in 2016. The quantities listed on Exhibit A are estimates only and are not a commitment by Rio Blanco County to purchase the quantity of product shown on Exhibit A. Some products allow for pricing based on different sized containers. The bid list is based on chemical usage of previous years and interest in specific products that may possibly be used during the 2016 spray season. Generic products of the same formulation, labeling, and restrictions may be submitted in lieu of a name brand product but must be noted on the bid to be accepted. All products purchased must at the time of the initial delivery of that product include the most current Safety Data Sheet. All chemicals will be delivered tothe Rio Blanco County chemical storage facility located at 779 Sulphur Creek Road, Meeker, CO.

Availability of an Environmental Assessment for Public Review and Comment
Colowyo Coal Mine, Collom Permit Expansion Area Mining Plan Modification and Federal Coal Lease Modification
In accordance with the Council on Environmental Quality regulations and the Department of the Interior procedures for implementing the National Environmental Policy Act of 1969 42 U.S.C. 43332(2) (C), the Office of Surface Mining Reclamation and Enforcement (OSMRE), Western Region and the Bureau of Land Management (BLM), Little Snake Field Office (LSFO) have prepared an Environmental Assessment (EA) to evaluate the environmental effects of the proposed mining planmodification for the Collom Permit Expansion Area at the Colowyo Coal Mine and for a decision by the BLM LSFO on a related coal lease modification application. OSMRE is responsible for reviewing plans to conduct coal mining and reclamation operations on lands containing leased Federal coal. Pursuant to 30 CFR 746, OSMRE must prepare and submit to the Assistant Secretary for Land and Minerals Management (ASLM) a decision document recommending approval, conditional approval or disapproval of the proposed mining plan modification. ASLM approval of a mining plan modification would authorize mining activities to produce up to 5.1 million tons per year of coal from Colowyo federal coal leases, COC-0123475 01 and COC-68590 and disturb up to a maximum total of 2,636 acres of private, state and federal lands. BLM is responsible for reviewing and making decisions on federal coal lease modification applications. Pursuant to 43 CFR Subpart 3432 federal coal lessees have the opportunity to apply for BLM approval of a lease modification to add less than 960 acres of unleased lands to an existing lease. The proposed lease modification would add 27.84 acres of unleased federal land within the existing, state approved mine permit boundary to federal coal lease COC 0123475 01. The proposed lease modification was not an original element of the Project and EA when public outreach was held in October and November 2013 but was later incorporated as a necessary action under both Alternative A and Alternative B analyzed in the EA. The lease modification would provide Colowyo with use of those lands for development of the Collom Permit Expansion Area. Those lands would only be utilized for surface activities and no federal coal resources would be mined there. The Colowyo Coal Mine is located approximately 26 miles southwest of Craig, Colorado and 22 miles north-northeast of Meeker, Colorado, west of Colorado Highway 13/789 in southwest Moffat and northern Rio Blanco Counties, Colorado. OSMRE and BLM invite the public to comment on the EA and has also made separate agency unsigned Finding of No Significant Impacts (FONSI) available for public review. The EA and unsigned FONSIs will be available for review as of January 19, 2016. All comments must be post marked by February 18, 2016 for consideration.
