Dan Eddy, from the Rio Blanco Water Conservancy District said the water was flowing over the Taylor Dam spillway at up to 4,500 cubic feet per second (cfs). “I haven’t seen it this high since ’95,” Eddy said of the river, when it reached 4,750 cfs.
